What websites can I use to perform that action? Can it be done for free? Can I publish it by uploading a “Word” document as a PDF? Any instructions? Can it also be done on a smartphone? If so, how? Would a Notepad document do?
Upload it to Google Docs, and set the privacy settings to “public”. That’s about it.
Now, convincing anyone to actually read it and take it seriously, that’s the hard part.
