How Can "Joe Avg" Address Congress?

If one feels quite strongly about an issue, how can Joe Average (Avg.) citizen get permission to give testimony before Congress or a Congressional Subcommittee studying such that issue? Also, how does Joe Avg even find out what issues Congress will be discussing and when? Joe Average, - Jinx

Maybe you can become an expert in an area and schmooze up some pols? I suppose the Senate isn’t averse to `expert testimony,’ as it were.

Ever thought of contacting your Member of Congress or your two Senators and just asking them how to go about it?

In order to addresseither House, you have to be asked unless you are a member.

If you have a burning desire to testify, start by contacting your Senator or Representative. Give him or her a written explanation of your subject and an exposition of what information of value to the Congress as to the subject at hand will comprise your presentation to the committee.

I’m pretty sure Joe Average needs to be invited. Congress would have a helluva time trying to get anything done if there was a mechanism for anyone to address congress.

Generally, if Joe Average has something he wants brought to Congresses attention he can contact his Senator or Congressman. If he’s donated a lot of money he might get better results. It is up to the Congressperson or Senator to bring the issue to the floor of COngress.

Remember, this is Congress, it’s not your local City Council where you can hang around the chamber for 3 hours and get 2 minutes to come up and rant about something.

This is what you have to do:

#1 - Donate to your Congressman’s “pac” fund.

#2 - Repeat steps one through two until you get invited.
