Ok, I know creating a new newsgroup is normally a horror of red tape and infighting, but presumably it’s easier to create a group in the alt hierarchy, given some of the groups that exist already. (for example:

alt.idiot.moo2
alt.igclick
alt.ihatebr
alt.illinois.schools.highschools.niles-west
alt.iraqi.dictator.bomb.bomb.bomb )
I would urge you to first think carefully about creating a new newsgroup. Yes, there are a lot of stupid groups in the alt heirarchy. This should not be used as an excuse to create another stupid group. Not to say that your idea for a group is stupid; I have no idea what kind of group you want to create.
Second, after you’ve thought about it, hie thee yon to alt.config, and take the time to read through some of the threads. I haven’t been there recently, but if it’s anything like it used to be, there will be the standard amount of noise, flamewars, etc., as on other groups; maybe a little more.
Skip those and find some of the saner threads. One person suggests a new newsgroup. Some people point out that there are other newsgroups that already fulfill the purpose of the new group, or that the group has no staying power, or is for other reasons frivolous. Others point out that, while the base idea is sound, it should be in a different subheirarchy, or that its stated purpose could be slightly altered in a way to make it more meaningful. And some might even say it’s a brilliant idea, and is perfect just the way it was proposed. Eventually, if the debate winds up with some favorable resolution, one of the more benevolent sysadmins/hackers participating on the newsgroup will create it, perhaps after a booster post to the thread.
Then, post your own proposal. Note, some folks there are more jaded than others. Take what they say with a grain of salt; not intended as an affront to you, just from seeing the same (from their perspective) errors in proposals time after time. While not necessarily right, their opinions, once you’ve filtered out the sarcasm, often have a lot of merit. Sort of like Manny on a Bad Hair Day.
If you really want to know exactly how a new newsgroup is created, I’m sorry, but I won’t tell you how. I will direct you to read the appropriate NNTP RFCs.
