How do I find an Anrdoid freelancer?

I’ve googled a bit with keywords and android freelancer, but I can’t really seem to find very much. I’ve run across sites like freelancer.com, but I have no idea what sort of quality I can expect. Any experience with them?

The project is relatively simple. It’s a data collection/survey program. So basically, a person is going to be walking around and taking data with an android tablet. After the data collection, the person needs to mess around the GPS coordinates in another program to fine tune the location in relation to a road grid. Then the data needs to be uploaded to a MySQL database on a website.

So I guess, how do I find someone to do that?
