How do I input DOS commands with Windows XP?

I am running an old Atari emulator that requires me to use “switches” in order to do various things, for example:

emul -br

I am struggling to find a way to do this with XP.

Help?

open a command window, it is somewhere on the start menu, go to the right dir and you are done
