Not trying to do anything fancy, just selecting part of an image. I can use the scroll wheel to select downards off the screen, but how to get stuff to the right of the screen? If I use the pull tags, that just stretches the image I’ve already selected.

I am no Paint expert but I do know a lot about computers. I can’t find a way to do it. Paint doesn’t seem to let you scroll right while selecting, and it doesn’t let you zoom the picture to fit the window.
Best I can say is maximize your window and use the scrollbars to try and get the part of the image you want all on the screen at once.
Otherwise you will probably need a more capable program, such as Paint.net, GIMP, or ThumbsPlus.
The method that’s been standard for many years now is to highlight the portion on sceen and continue highlighting off the edge of the window. The content should scroll (and continue highlightin/selecting) in the direction of your pointer until you bring it back from the edge of the window.
I am not sure if I am understanding the question correctly, but if you are talking about having a canvas that is wider than the screen, there should be a scroll bar at the bottom of the screen that you can drag to bring the hidden parts into view, after which you should be able to paint there and select things there. You could also (in the Windows 7 version, at least) zoom out using the slider at the bottom right so that the entire canvas is visible.
Different versions of Windows have different versions of Paint, though, and in none of them is it a very sophisticated or versatile program with many options. For many things that you might want to do in some version, the answer might simply be “You can’t”.
Ha! It worked. I used the scroll wheel to reduce the size of my screen, and was able to accomodate it. Thanks, all. (This computer has only the bare essentials on it.)
Can you elaborate a bit more? How did you use the scroll wheel to reduce the size of your screen? That’s not a standard Windows feature.
My Paint has a percentage slidebar at the bottom right corner. I clicked it, then used the scroll wheel to get to where I wanted. Didn’t have to, could have just slud the slidebar, but I used the wheel.
ctrl+scroll wheel will resize a lot of things in windows, including your Paint canvas, web browser, word document viewing size, etc.
