This question pertains to shows like “The Wiggles” which, as I understand it, was created by some (drama?) college students. But where do you go with such an idea? Pitching such ideas around as an individual, I have found that those who can take it to the next step either (a) do not accept outside suggestions for legal reasons, typically or (b) they want you to release it to them - whether they use it or not!
So, how do these shows advance from grass roots ideas into TV shows?
Well, to take another children’s show as an example, Barney was a series of videos for children. An executive at Connecticut Public Television saw one of them, liked it and brought it to PBS. (So you can blame CPTV for that thing.)
And I don’t know anything about the origin of the Wiggles, but perhaps they started by doing live shows for children, and then guest spots on children’s programs or a local television show, and then eventually got national exposure. (All speculation of course.)
