When the temperature is above freezing, and the snow has mostly cleared, it’s shovel time. And the poops are not dry, but with months of them to catch up on, warmish temperatures and lack of snow cover are luxury enough.
I’ll have all summer to kick dry poops into the street. (Did I say that out loud, or just think it?)
I’m in USDA zone 5a and last winter was seriously challenging in regards to dog poop frozen in layers of ice and now slowly being revealed.
I’ve been out in my yard on every above-freezing day since early April picking up month’s-old dog shit that’s only now coming available. About this same time of year I fire up the back yard fire pit on a regular basis to burn off downed branches and twigs, and also, poop.
I’m now down to zero poop in the yard.
Also, because I have (three) dogs, I have virtually no wildlife on my property. 
I live in a place with fairly severe winters, have two 50-60 pound dogs, but I still pick up as I (well, as they) go. I mean, I lose a few in the occasional deep drift, but when everything melts, I usually don’t have more than 5-10 surprises from four months’ worth of two dogs pooping in snow.
I wimp out and pay someone. Lots of companies to choose from…money well spent.
And THIS is why I’ll never get a dog. I had to deal with this enough when I was a kid.

You’re making this way too hard. Early Spring you mow your yard and use a bagger.
Yard is neat and tidy.
