How do you cut rose stems under water?

When it says to cut the rose stem at an angle under water with a sharp knife…how do you do that? Do people have special vats they can fill with water that are big enough to put the rose in? How do you saw through the rose stem with the knife underwater without ruining the flower end?

I think this is the most stupid instruction. It’s just plain dumb.

I just turn on the water in my kitchen sink, hold the end of the rose in the running water, and snip it off at an angle with a pair of sharp scissors. I think the idea is to keep the end open - you don’t have to put the whole flower underwater.
