Hell, there was kind of one in 2008 not a million miles away from how things went. It would be trivial to mod in his compound and a guy with a beard in pretty much any open-world game with a creation engine.
As for a game purely based around that raid, I doubt it would ever be published. Far too short for a start, not a lot of variety there either.

The Call of Duty: Black Ops assassination of Castro in Cuba was pretty close in terms of content, if not entirely specific. (The operatives were already on the scene arranging an insurrection instead of being point-inserted by heli.) Stick a bigger beard on him and done.
One of the Hitman games had you assasinate a guy who looked a lot like bin Laden, but it wasn’t anything like the mission that did kill him.
My guess: Quick 'n dirty Flash game or minor DLC mission for established military shooter game. Most likely the former.
No matter what type of gamer you are, the universal thread is that a game needs things happening in it. Surrounding a building and killing one guy is going to get boring pretty quickly. Maybe if there’s an option to take him alive, and you get a better score/rating if you pull it off, there might be something to it.
Which game/level? My brain is not as easily racked now as it is sometimes.
I can’t remember the game/level, but it was the mission where you are either in Afghanistan, or Pakistan. The target, who looked a lot like OBL was in a corner praying on the second story of a building. You could sneak up behind him and garotte him while he was praying.
ETA: I believe it is the bazaar level in Hitman 2.
