The Menagerie was never aired, so it isn’t counted. The Cage was made from The Menagerie’s footage, with additional story framing it into the revised cast.
You’ve got it mixed up. “The Cage” was the pilot, that never aired whole, and got cut down into “The Menagerie” later on. I don’t see why it shouldn’t count now, since it has been aired, but I’m not in charge of these things.
