How much "added ingredients" are allowed before the name changes?

I have a package here of Healthy Choice Pastrami that says “contain up to 20% added ingredients, and smoke flavoring added”.

Can this still be called Pastrami?
The added ingredients (those over 2%) turn out to be “potassium lactate” and “corn syrup”.

That’s milk and sugar.

Shouldn’t that make it “Pastrami Flavored Candy”?

At what dividing point is it no longer meat?

You would need a copy of all the FDA regulations regarding the labeling of food to come up with an answer. I doubt that this info is online. If it is, it will be a lot to go through.

That, of course, is the answer for the US. The answer will be different in Europe where EU regulations will apply.
