It depends in what it is used for. Different expenditures and tax cuts do better than others at increasing spending and creating jobs. For instance, money to the unemployed, who will spend it on necessities is far more effective than tax cuts for the rich, who have all the stuff they need. They cut invest it in production - but since we have too much capacity, they are smart enough not to.
