If you have Picasa installed, when you hit the Prnt Scrn button while the application is running (even in the background), it auto-saves it as a BMP file in My Pictures/Picasa/Screen Captures. Very handy to know.
On the Snipping Tool on my laptop, I have to save the file. Then, reopen the file, copy, and then paste from there. IIRC, I don’t have a save (or, maybe it’s copy that I don’t have…going by memory…one of those is missing, so I do the other, but, I have to put it into another file before I can paste it).
On my mini laptop, with Windows 7, I simply press Prt Sc, and it is saves it to clipboard.

The image I want to capture IS open when I hit Print Screen, but it will not paste. I thought if I closed all the browser windows then the PAINT function would not show the desktop, but the image I want to capture, but it does.

I do NOT try to use the snipping tool because I can’t on the image. The image is from World of Warcraft and if I try to use the cursor to draw the square it makes the image move. I cannot access the snipping too to cut that image out, l in other words.

I SEE where it says “clipboard” on my PAINT screen, but it either shows the last page i was on BEFORE I tried to copy the image, or it shows only the desktop when I close all the other windows.

Lastly, I went to my wife’s computer (she also has W7) and no problem at all on her machine. It does what it’s supposed to do in PAINT.
SOMETHING is interfering with my PRINT SCREEN funtion. Could it be google chrome?

It does have a save function. What is the need to paste it when you already have the image?
Is it just World of Warcraft?
If so, there is a screenshots folder that screenshots are automatically saved to.

A lot of games do the same thing and hijack the print screen button.
What he said here. WoW is different, it doesn’t let you paste the screenshot, but it does save it in a special folder for you.

I had forgotten about that screenshots folder, but I swear I used to be able to copy, paste and save without having to do that.
