How to find similar, but not exact, duplicates of photos on my computer

I have a LOT of photos on my computer that I am hoping to sort and pare down. I have already removed all of the numerous exact duplicates I had. But I also have a great deal of “duplicates” that are slightly different from the originals that I would like to get rid of.

Some of these are Photoshop mess-arounds that I worked on but no longer need. Others are simply photos that were rotated in Windows Photo Viewer and hence became slightly smaller versions.

Using standard duplicate file software like Duplicate Cleaner Free is a great way to locate exact duplicates or files that have the same name. What I need is a program that can find photos that are almost completely the same file except for some infinitesimal difference.

Google has a search you can do where you upload a photo and it finds similar images from all over the intertubez. I need something like that that will work within my just computer hard drives.

Anybody have any advice?

The program that AHunter3 suggested, Photo Sweeper, is a Mac application and I’m running Windows. Too bad, because it looks to be exactly what I’m looking for.
If anyone knows a program that does what Photo Sweeper does but runs on Windows I’d be very grateful to hear about it.

Until then, I’m wondering if there may be some application that will let me compare photo files using the metadata. I do a lot of different stuff to photos when I mess with them so I’m not sure how much of the metadata stays intact when I make changes. If any significant metadata stays the same then this might work for me. But I don’t know of a program that does that.
