Baby oil should do the trick. It’s a common problem on Santa Barbara beaches, more so in the past than recently.

I’m not sure if I would use it on my dog, but WD-40 does a good job of getting it off my hands.

Whenever I use roofing tar, baby oil does the job just fine. WD-40 (or Liquid Wrench) might be too harsh to use on a human or animal.
