How to preserve "show window contents while dragging"?

I have scoured the net for this including MS support knowledgebase.

In Windows XP Home, I bring up Control Panel, Display, Appearance, Effects, and click on Show window contents while dragging. (Some sites tell you how to turn it off, I like it on). But every time I reboot, this is unchecked again.

Is there any way to make this permanent?

Wow, that is exactly the problem. I uninstalled Dell Media Experience and that solved it. THANKS!
