If a group wanted to come into NYC by train, are there any busses available to give group tours? Who would I contact to begin to research the pricing and logisitics of this idea?

Here’s what you’re looking for. I’ve been on them all and they are great. This nice thing is you can get off and look for awhile then get on the next bus and continue the tour
The downtown tour can take a lot longer than the others due to the traffic.
You seem to be implying you want to arrange a charter, but I don’t think that’s necessary. There are several large bus tour companies operating, and you can’t walk through Times Square without being solicited by one of their ticket sellers. Unless you’re talking about a group of 100 that wants to tour together, booking a tour like this is a piece of cake.
I keep telling you - you play New York, you tour everywhere else.
