It either means a person is “weak” (as defined by toxic masculinity), an enemy whose suffering is deserved, or hypersensitive, or an attention-seeker depending on who is using it for an insult.
From context I think the second version is involved here, they come across as the sort of anti-American person who thinks America is the source of all evil and Americans deserve to suffer. I’ve often gotten in arguments with such people using similar rhetoric, who think any cost is acceptable for doing any harm at all to the Ultimate Evil of America.

When I meet people in the Caribbean who say they’re Canadian, I always ask them if they’re really Canadian, or just too embarrassed to admit they’re from the US.
Lol, when Bush the younger was president, i tried to pass as Canadian when i was traveling. I never actually claimed to be Canadian, but maybe i wore a maple leaf or adopted a slightly Canadian accent.

Citing his predecessor’s history of inciting violence, President Joe Biden on Friday warned that he could not guarantee that the coming presidential election and transition period would be a peaceful, as he made his first appearance in the White House press briefing room since taking office 1,353 days ago.
Asked if he has confidence that the 2024 election would be both free and fair as well as peaceful, Biden told reporters he has confidence that the November 5 election will be “free and fair” but he demurred on the latter, citing previous actions by his predecessor, former president Donald Trump.
“The things that Trump has said and the things that he said last time out when he didn’t like the outcome of the election were very dangerous,” Biden said.
He added that Trump’s running-mate, Ohio Senator JD Vance, has also not said whether he’d accept the outcome of the coming election if he and the ex-president do not win.
“So I’m concerned about what they’re going to do,” Biden said.

I knew kids pretending to be Canadian way back in the 60s and 70s on their year abroad trips. Most Europeans couldn’t tell the difference, so it was easy.
I never actually claimed to be Canadian. But i sure tried to avoid anything that suggested “USA”, and it’s easier to look Canadian than to look Irish.
