Oh, and now that I’m on a computer with a real keyboard again instead of replying via my BlackBerry, I can more easily address the “stripped-down browser”/“limited access” question: this came up a while back from a school that wanted us to install a custom browser on our PCs for use when their students were taking exams which would lock down access to any sites but theirs.
At the time the library was going through the worst budget crisis in its history and the IT department had neither time nor inclination to deal with such inconsequential requests. In their position, it was our job as the librarians held accountable for the proctoring to supervise access and ensure that it did not exceed what was allowed.
And now, our IT department no longer actually works for the library (they’ve been moved over to the county payroll), so it’s even more inconsequential to them.
To the question of how OtherBranch can justify such slack supervision, I cannot speak, but I can tell you that the OP text was mostly copied and pasted from my report to my manager, which named OtherBranch by name and which was copied to, among others, OtherBranch’s manager, who will likely crack a whip over the heads of the professional staff there about it all.
