(credited with “The New Adventures of Queen Victoria”) to be quite lazy, as a general rule. Try as I might, I can’t bring myself to think of C&P’ing clip art as cartooning (the brilliant “Get Your War On” notwithstanding).
That said, he does, on occasion, produce a gem.
