I had to reapply for a California DL, after briefly having my driving priveleges suspended for medical reasons. The DMV was amazingly helpful, and sent me the laminated copy two days later. Today, I got another envelope, containing another, identical, license.
I should hang onto the second one just in case I lose the first. My only fear is that the DMV will somehow hang me for their own mistake: accuse me of fraud because I didn’t immediately return the one that was sent in error.
FWIW, I lost my forklift licence, applied for another. The replacement was sent to my work address. A few days later, another one was sent to my home address. I then found the original one. So I’ve got three! Nyaah nyaah! I win!
But seriously, I don’t know what the Californian laws are, but you could just say you forgot to send it back. Anyway, it’s unlikely you’d be showing any friendly policemen the two of them at the same time. You probably won’t get caught - just tell them you never received the second one. It’s not exactly fraud to be carrying your own licence. Just don’t give it to anybody else, and you should be in the clear.
I’d say the same thing about the fraud. sure, if you tried to sell your license to someone or even willingly let them use it for some foul purpose (like buying beer), that’d be a crime. But I don’t see where being in possession of two identical pieces of identification for yourself is fraud. Besides, I don’t know how they work things over there, but here in Illinois when you get a ticket, they take away your license (you can drive on the ticket) as bond unless you want to shell out $75 cash on the spot. Having an extra license at home means you can still go buy a case of beer and drown your sorrows while waiting for your court date

If they revoke your license, that doesn’t mean you can still drive if you have two. Saying you have a ‘backup license’ won’t work in front of the police officer or the judge.
