I’ve seen something similar at camping shops sometimes, I think.
While my hair looks clean, it does feel a bit greasy, probably didn’t lather enough.

I’ve seen that in many Walgreens-type stores where they sell shampoo, but if you’re not looking for it you’d not be likely to notice it. Certainly any pharmacy would have it.
Camping stores usually sell it. If you don’t have one in your town, REI.com has it, cheap too.

Try a medical supply store. Might be labeled as ‘no-rinse’ soap. Any decent medical supply store or large pharmacy should carry it. However, I know that Wal-Mart doesn’t (or didn’t used to).

Too late to edit. I will add there is a ‘no-rinse’ brand, white bottle with blue lettering, that I’ve found works best. It’s listed in sarabellum1976’s link. If you can find that, try it out, works good.

I bought mine at Outdoor World/Bass Pro Shops.
It’s in my hurricane kit, in case of a water problem.

Walgreen’s sells another type of thing, too, a ‘shampoo cap’. It’s like shower cap lined with wet wipes sort of deal - you warm it gently and carefully in the microwave, put it on the head, and massage to work the cleaner in to the hair. The cleaner does not need rinsing out, or you can use a dampened washcloth to wipe it out if you really want. It works best on short hair. My mother-in-law loved getting her hair cleaned this way because it was nice and warm.
