These seem to be a thing in rally sports. I found a few places in the U.K. if you don’t mind an international order. Or maybe you can find one locally.
I don’t want to have to build it, but after going through Amazon dot com and the crap results it gave me for “double-sided clipboard”, I may have to. Among the many pages of clips, boards, clip boards and anything with two sides I found a handfull of listings for “double-sided clipboards”…but every damn one of them had a clip on one side only.
Exactly what part of the OP am I supposed to reread? I proposed a solution that meets every criteria you posted.

Yeah, those descriptions are a bit lacking.
The last one says it’s A4 size (8.3×11.7 in), so a 8.5" sheet would overhang a little. You can use the Contact Us form to ask about the other two.
I have done so for the first two.
He suggested you take the clamp off one and connect it to the other. He said nothing about sticking two boards together.

I’m trying to imagine how one might use a “double-sided clipboard” and it seems senseless. With a clip on both sides you can’t lay the thing flat to write on it. If you try to hold it then the paper(s) clipped on the back side are going to just hang from the clip and fall off or get beat up.
Maybe there is no such thing because it’s a horrible idea?
Rubber band on the bottom quarter stops the paper from flapping, and the writing is done on the fly as company vehicles are recorded on one side and personal vehicles are recorded on the other side-very useful in my department.
And now I know who buys double-sided clipboards: rally navigators.

This reminds me, I came across recently a big piece of plastic that would make a nice large-sized clipboard. I know I have a semi-broken clipboard around that I can scavenge the clip from.
Like some of the suggestions to the OP, I’m curious though how one goes about securely attaching the clip to the board? I don’t want bolt heads or nuts sticking out.
Pop rivets, which seem to be what’s used to attach the clips on clipboards as they come from the factory.
Of the two, one turns out to be A4(too small), and the other response was “I don’t have the exact dimensions to hand, but will be slightly larger than A4. If you need something more precise, we can grab a tape measure for you”, so still waiting on that one.
How about no clips at all then? A board with two rubber bands, top and bottom.
We actually tried that, and the paper slips too much when just two rubber bands are used.
Just got an answer back from Nicky Grist Motorsports: 23 cm x 34.5 cm, which translates to a little over 9 inches x a little over 14 inches.
