They could legitimately say “we don’t provide cheques - here’s some companies that will make them for you”. Sounds to me like they’ve made a business decision that with all the companies out there that do make cheques and with the alternatives available to people that don’t happen to have a cheque handy, they are simply not interested in providing that service, but are providing an “out” for customers that are insistent that they have no other option.

ATMs are akin to a grocery store charging for customers who use self-scan. There is no legitimate purpose for assessing the fee aside from the “Because we can.” one. Complaining about ATM fees is a legitimate complaint IMO.
