Maybe, maybe not. It would depend on the specific circumstances. But I think the larger point here is that you appear to be consistently incapable of ever letting anything go. Many of us are guilty of this from time to time, but not with the kind of unyielding stubborn consistency that seems to imply some sort of mental disorder. The way you insinuate yourself into gun debates and bulldoze right past all facts and logic is legendary.

I was a kid so I don’t remember the name but I saw a war movie where in the middle of a fierce battle most of the officers were killed so one of the few remaining pointed to a sergeant and said, “You! You’re a lieutenant now. Go take care of that bunker (or whatever was causing the most trouble)!”
He lasted about five minutes of movie time before he, too was KIA and I wondered if his widow would get any extra from the insurance, assuming the promotion got recorded in the first place.
Don’t know if it’s still a practice but when I was in the navy there was the practice of “frocking” when an enlisted person was known to be promoted but the paperwork has not come back. They are allowed to the accoutrements of the higher rank – mainly the uniform insignia – but not the pay.
I was promoted from E5 to E6 when I was stateside but a couple weeks before being posted to Keflavik. I took advantage of that for all the tailoring it took to get a new crow on my dress uniform. Had it been from E4 to E5 I could also have gone to the Acey-deucy Club but that was moot from E5 to 6.
Frocking is definitely still a practice in the United States Navy. There are different regulations relating to the procedures and effective dates of the frocking for enlisted and commissioned officers. An example for the enlisted is when a Petty Officer Second Class is selected for advancement to Petty Officer First Class, the message announcing that selection also authorizes frocking to the higher rate.
What I don’t recall is US Army enlisted having both a permanent and temporary rank. AFAIK, that’s a thing for commissioned officers.
The more I see DD’s posts, the more it seems to everything he thinks he knows about the military is something he got from stories such as Heinlein’s *If This Goes On…" and Starship Troopers. In others words: fiction in, fiction out.
