Similarly, “slavery” does not just mean “slavery as it existed in the US South before 1865.” It literally never has; that’s the type we’re most familiar with, but it’s not all about us. Slavery has existed in many (most?) other societies.
Finally, you don’t expect the Evil Ones to be clear and explicit in their plans for evil, do you? Generally, it’s a lot more effective if you use weasel words, doublespeak, and propaganda to get the job done.
