You seem to dismiss the other theory out of hand here. I could easily say your medical examiners were part of the cover-up. That may not mean they were involved with the conspiracy, it could just mean they were looking out for themselves and their best interests, for what ever reason.
I can see how a rational person could doubt the experts in your hypothetical situation, and think they are part of the cover up
