Does it really matter if she were pumping gas while she was washing her windshield? I’ve seen gas pumps in this state that say you can’t leave the nozzle unattended.
Not here. I may have seen the sign, but noone really worries about leaving the nozzle. Many people start pumping and go inside to buy food.

No, insurance rates shouldn’t go up in no-faults states even if you’re not at fault. Fault is STILL assigned. If you’re not more than 50% at fault, your rates shouldn’t go up. Hell, I was 100% at fault one time, but not negligent, and my rates stayed perfectly the same.

If there are people waiting to get gas, I consider it rude to block a pump you’re not using. The guy was still a jerk, but someone can be forgiven for asking someone to move if they’re making you wait for no reason (well, if they asked nicely, which this guy didn’t).
