I want Num Lock on at start up

For the life of me I can’t find how to do it.

Have you tried your BIOS (usually hit delete or a specific function key at startup. what the screen closely at startup for info)? It is usually a setting in there.

This used to do it with XP:

Start Run Regedit
HKEY_USERS.Default\Control Panel\Keyboard.
Change InitialKeyboardIndicators from 0 to 2.
