It’s not TV, but the 2005 movie Brick is a modern noir film, set in a high school but using old-school noir film language and style.
I loved Naked City! Dragnet too, and Highway Patrol. Not exactly noir, those two.
The new show Terriers is a bit noirish – it’s on Wednesdays on FX. You might like it, but the knockers are just average.
Veronica Mars was kind of film noiry.
I just got Naked City disks from Netflix. They screwed something up and Naked City was sent as a bonus.
Johnny Staccato was fun, too. Great gritty atmosphere and a supercool protagonist.
