I’m going to repeat what other have said- in most jurisdictions, it’s quite easy for a landlord to evict a tenant if he or she plans to actually take residence in the house. Your friend moving in will give him excellent standing to help keep Dave from coming back.

Mostly a WAG here, but I think it has alot to do with intent.

The big difference is that you didn’t open your roomate’s mail, and you didn’t take it to some place where he/she couldn’t get to it.

I really doubt you’d get into any trouble unless the person who’s name is on the letter presses charges.

The cops may not do it simply because they are not aware of any potential federal issues, more likely they know the Feds are not interested in prosecuting small time crap like this. Come on, Federal judges are important people (at least in their own minds) you really think they would not laugh at a federal prosecuter that brought this case to them? The turf thing makes for good drama on tv but IRL is more mundane and less dramatic. (the forgoing ofcourse may not apply to some media intense cases)

I don’t really know much/anything about police procedure, but as long as neutron keeps calling the officer I imagine something will go down. This has to be an “open case”, and I think that procedurally a police officer would get in trouble if he had all the elements necessary to close a case and just didn’t out of apathy. Especially when a concerned citizen is involved and keeping in contact with the police.
