ID this action/thriller movie from a single, hazily recalled scene

I saw this movie on TV in the early 80’s, though I have a feeling it wasn’t a made-for-tv movie or series. It had a gritty '‘vibe’ to it, like a Martin Scorsese film. (I searched IMBD for Scorsese films, but didn’t see anything that looked like it.)

Anyway, the one scene I remember takes place at some deserted warehouse. A bunch of cars pull up, and a small platoon of men-in-black get out. Whether they were shady government types or mobsters, I’m not certain. They had a prisoner, a guy tied up, blindfolded, and stuffed in the trunk of a cadillac.

They drag their prisoner up a flight of stairs, force him down on a bed and tie him down. (No it’s not a hardcore gay porn movie.) During all of this, their prisoner is bucking and resisting, but the men-in-black silently, methodically strap him down. They leave him there with some very frightened woman in the room.

Left alone, the prisoner struggles long enough to loosen the ropes and he frees himself. He makes a break for it and escapes. The woman does nothing, apparently she’s too frightened to react.

Sometime later, the men-in-black come back and find their prisoner gone. The guy who is apparently in charge slaps the woman hard. “You were supposed to WATCH him!” he yells at her. She cringes in fear.

This scene ring a bell to anybody

Hmmm, any of the actors look familiar? Was the escapee the main character in the film, or was he just a prisoner?

The escapee seemed to be the main character. At least, the scene was framed around him as the center of attention.

As far as familiar actors, I saw it when I was young enough that I probably wouldn’t recognize too many familiar actors. At least, I don’t recall anybody in the scene being a familiar face. (I could be wrong though.)
