From the name on the photo, I suspect it was taken in the Philippines. (Of course, if you took the photo you will know this!) If you’re not the photographer, perhaps email him (easily traceable on Google)? The identity of the flower is a mystery to me - I’ve never seen anything quite like it. The central part almost looks like a sea anemone!
Is it “Audrey II”?
The general appearance is suggestive of something in the proteaceae, but I can’t find a very close match.
It also looks like it might be a fasciated specimen.
I’ve found another two photos of the same species of flower, but annoyingly it has no name on it. TinEye fails to find any matches.

It’s the Cannonball Tree, Couroupita guianensis. Here’s a photo of the flowers and fruits together.
The species is a member of the Brazil Nut family (Lecythidaceae) and is widely planted in the tropics as an ornamental.
