A friend of mine wants to get a film for her husband’s birthday, but she can’t identify it. She said it’s French, from about 1962. She thinks there is ‘Cleo’ in the title. She said a main character goes to a hospital and gives birth on her husband’s birthday (21 June).
Any ideas?

OK, this is just a result of wild-ass guessing and an IMDB search, but I couldn’t find anything with “Cleo” that matched your criteria other than what Papermache Prince posted above.
I did however stumble upon Jessica, which is a French movie that came out in 1962 and involves a wedding (hence a husband) and childbirth. It would be pretty easy to remember, because the title character is played by Angie Dickinson.
Note that I haven’t seen the movie. This is just the best possibility according to IMDB and my own questionable search skills. Good luck, and I hope this helps.
