That’s him. He’s been in other episodes. Could be a new regular, I’m guessing. Maybe ready to take Elliott’s place when he finally blows his cool for the last time and actually kills someone.
I’m a straight male, so I’m indifferent towards his ‘hotness’…
On the other hand, was nice to see the two ADA’s in the same picture last night!

Did anyone else keep expecting Alex Cabot to get shot? The first time was when they were all in the windowed office and she was talking about how she needs to testify. I actually thought a sniper round was going to get her through the window.
The next time was at the end when they showed the guy from the X-Files give an odd look, then they all went to celebrate and Benson said “Where’s Alex?” When X-Files guy opened the door I was fully expecting them to say “Miss Cabot was gunned down in her hotel room” followed by Benson looking shocked, Stabler looking angry, and Cragen sighing and lowering his head.
Oh, I did. When the FBI guy walked in at the end, I was positive he was going to say she’d been gunned down on her way over there.
Great minds think alike, I guess. 
Me, three. I am glad they didn’t, though. Just seems too predictable.
