Honeysuckle, maybe?
It’s one of the ornamental honeysuckles, probably a “cape” honeysuckle.
Cape honeysuckle leaves aren’t acuminate like that, with an entire margin. They’re obtuse with a crenate margin. I don’t know what the OP’s plant is (but it does look a bit like a honeysuckle)
Looks like it’s Hummingbird Bush or Flame Acanthus.
Otherwise known as … “Desert Honeysuckle”. Looks like it’s a Texas native, which is great. Good on that municipality.
