Why not just paint an A on their foreheads? Or make them wear red skirts? This is just plain uncivilized.

It sounds like the data collected doesn’t identify the patients directly, so that may not violate HIPAA.
Report it to who?
There’s enough details in what they have to report that someone could likely easily figure out who the patients are. So even though the name is left out, it could be construed as indentifying those patients.
