Okay, of mine, everyone’s been ID except for Fred Fenster (NDP 1). I thought somebody would’ve picked it by now but I guess another hint is in order: the character is from a movie from the last 10 years.

I can’t remember much about his particular part in the film, beyond what I hinted at in my answer, that he was one of the suspects in the line-up, and thus part of the makeshift gang formed with the other members of the line-up.
