Identify this singer

I don’t usually like country music, but about eight years ago I heard a guy on the radio (it was National Public Radio if that’ll make you feel any better about answering a country music question) who was, melodically and lyrically, very excellent. The only thing I can clearly remember was one line from one song:

You’re just a wave, you’re not the water

Any help?

A quick Google search suggests Butch Hancock, Jimmie Dale Gilmore, or David Hammond.

It was Jimmie Dale Gilmore. I know the song in question, but can’t think of the title or album.

JDG is one of the great unknowns in country music. I can’t believe people like Shania Twain make it big while guys like JDG are forever on the outside.

The song is “Just a Wave.” The album is Spinning Around the Sun.
