I work in a 9-1-1 emergency call center which acts as police dispatch. When officers stop a vehicle they radio the plate number in and our staff read back the details on the registration, inspection, and insurance.
I would estimate that about 40% of all vehicles stopped are out of date on the registration and/or inspection. Insurance is frequently showing as out of date though in the system here there is no requirement to update the DMV if you renew your insurance mid year.
Penalties were low, and obviously not sufficient as a substantial portion of the public ignore the requirements. Recently penalties were raised from US$25-$32.50 to US$125-$187.50 for many offences. Still hasn’t put much of a dent in the problem.
