Maybe. I don’t know. I only know when I was young & needing money, the only thing I knew to do was desperately pour over the help wanted ads in the paper which only offered extremely shit jobs for minimum wage, or go with what you know. Extremely shit jobs through a temp agency. For minimum wage.
Would I rather earn minimum wage standing ankle deep in potato peelings at a potato chip factory earning minimum wage and watching the union workers stand there watching and making 3X the money doing far less, or go out in the fields and pick watermelons and make more than those union fucks were making back at the factory?
I know which choice I’d have made, had I only known. But I wasn’t clued into that culture. Most Americans aren’t.
Some American’s may actually prefer working at McDonald’s or the Gap.

Because the government if colossally, criminally inept at most of what it does, and the INS is notoriously incompetent even by the standards of government.
