No. It just looks like a bad camera angle and bad lighting. At worst, he looks like he has a hangover.
Yup. Should have lit him from almost any other angle if that was the purpose of that photo.
While I don’t mean to minimize the young man’s medical condition (unilateral facial swelling is Bad), I was expecting something more like this(necrosis from cutaneous cowpox caught from a pet rat) or this(housecat scratch that got infected) or even this(Pyoderma gangrenosum).

I have to admit, I wasn’t looking for Recreational Grossing Out, but I couldn’t figure out what the big deal with the picture in the OP was. If you put it on a poster with the caption Don’t do Drugs or You’ll Look Like This, you’d be recruiting users.
