Illustrated children's book about clubs and Roberts Rules (from the 1970s)

As part of my nostalgia kick, I’m trying to remember a book I read in 1975 or so, when I was in elementary school. It explained how a club should be organized (with example constitutions), and run (with descriptions of how Roberts Rules of Order work). The book was illustrated with amusing cartoons (to explain that motions ought to be about a single topic, it gave an example of a badly formed motion as something like “We should have a dance and collect money for a new clubhouse” - and illustrated it with a picture of people dancing while holding out a hat for money or something like that). Any ideas?
