IIRC, Kerry’s plan consisted of “When the Iraqis stand up, our forces will stand down.” :rolleyes: (If his plan consisted of more than that, then I apologize, but that’s all I seem to remember him saying during the campaign.)

That was, and essentially still is, Bush’s “plan”.
