I have a home-made VCD, which has a poor quality (and low volume) audio track.
I know what to use to extract the audio and convert it to multiple formats. But what would I need to improve the audio quality ?
If I amplify the audio using one of these tools, will it also amplify the noise ?
What’s the best software to use ? Preferably downloadable freeware/shareware. Sonic Foundry’s Sound Forge 7.0 is not available for download.

It’s excellent for audio editing, I use it to clear up tv show audio tracks before burning them to DVD.
