To me, the thing that makes Mr Shatner so hilarious is his unawareness of just how bad and “over the top” he is.
It seems he thinks every impersonation is a tribute.
Still, that’s what makes him funny.

Oh, I’m sure he’s aware. He’s found a very lucrative niche in self-parody and has been working it for years.
The very first William Shatner imitator I ever saw started in standup, but today is more famous as a cartoon actor, playing Bugs Bunny, Daffy Duck, Yosemite Sam, and a host of others in official Warner Brothers animations. This is the best clip I can find. The material isn’t great, but he does a spot-on Kirk and Scotty.
