Something else to consider: the perp was probably close enough after leaving to note there was no immediate police response. This might make him bolder to make another attempt.
Yup. All of us totally said that little girls being violated is exactly comparable to someone opening an unlocked car and rustling through bags.

I dunno. Did you react by moseying over to your boss’s office and expecting him to take care of it?
I’m not making the assumption that the person was a rapist or pervert, but it seems like there is a lot of assumption that people who break into cars at schools are automatically not dangerous. Maybe he is, maybe he isn’t, but he is a criminal. There also seems to be the assumption that the police would be 100% ineffective. I mentioned earlier this area would be hard for someone to hide, and from my experience here, the police would have responded. Also, I don’t think some major crime was commited, or that someone threatened my daughter.
Here’s the deal:
>Student surprises criminal in vehicle in school parking lot.
>Student tells principal literally 2-3 minutes after discovery.
>Principal is already outside, about 50-75 feet from where criminal was discovered.
>Principal shrugs shoulders, says lets fill out a form tomorrow.
I don’t see what would be symbolic or complex about calling the police (911 or not). It’s kinda what they do. Plus we’re talking a few minutes afterwards. They would show up (or not), take a statement, possibly broadcast a description, and either find or not find the thief. Bam, we’re done. The trained professionals made a decision on how they want to handle their job, not the school principal.
I’m not sitting here saying that some pervert approached my little precious flower oh my god send in the swat team. It’s more the “hey, there’s a guy over there who gets into students cars should I push these 3 buttons or go home, let’s go home” attitude.

There are other actions that could be taken, but would you expect your boss to ignore the criminal activity against one of their employees on company property? School officials are responsible for the safety of their students, so if you’re making the comparison, yes, I would expect the principal to take care of it. Could my daughter have called? Yes. Does that change things for the principal? No.
To the people who assume the guy was a harmless petty thief: Nobody knows what he was actually doing or what he intended. Maybe he was planning to hide in the back seat and assault the girl at some point.
Also the fact that he ran away does not indicate whether he is harmless.
“I’ll never be able to hide in this gym bag with all these clothes in here! Gah, this is so frustrating! Oh no, I’ve been spotted!!”
