Robin Williams was totally wooden. The plot was highly predictable. I saw the ending a mile away.
About the only things I can reccomend are the scenery and the pretty accurate portrayal of what lack of sleep feels like. Oh, and Al Pacino was good, but that is expected.
Other than that, I think the only reason this run of the mill crime drama got such buzz was the cast and the novelty of Robin Williams as the heel, and frankly, there were so many other actors that could have played the part better.
