iPhone calling restriction - “Calling Restrictions Announcement 19.”

I’ve been trying to call a number I have been calling weekly for the last several years. I now get a recorded message saying the the number has restrictions, specifically, “Calling Restrictions Announcement 19.”

I texted him (that went through) and ask him to call me. He texted back and said he got the same message when he tried to call me. I called him from a different phone with no trouble. Neither one us has knowingly instituted restrictions.

This site offers possible solutions but none seem to apply to me (or him).

Anyone have any idea what is going on or how I fix this?

If this is a voice message, it’s not from the phone itself. This is a carrier message either from your carrier or his. It’s not likely that either of you can fix it without the assistance of one or both of your carriers.

Update: it was the carrier. Got it straightened out.
